General Definition

Performs Outreach, group/class facilitation and case management of all group and class domestic violence clients thru these direct services; and actively promotes public awareness of domestic violence in the County.  Outreach thru program specific guidelines for direct victim services thru Danger Assessments; Crisis Management; LAP calls and Brief Contacts.

Organizational Relationship

Work is performed under the general direction of the Director of Family Resources.  Supervision is exercised over subordinate personnel as may be assigned.

Typical Tasks

  • Maintain a daily log;
  • Perform domestic violence hotline and domestic violence crisis back-up on-call if assigned;
  • Information and Referral for domestic violence clients and callers for services to community;
  • Individual Safety Plan development with domestic violence victims;
  • Crisis intervention and full intakes of domestic violence clients;
  • Domestic Violence Crisis assistance off-site such as: ER, Magistrates office, other professional agencies, schools, churches, etc.;
  • Emergency transportation of domestic violence clients;
  • Danger Assessment/Lethality Assessment/Reproductive Coercion of domestic violence clients;
  • Maintain all domestic violence client files and proper documentation;
  • Enter domestic violence client stat data information on the proper VAdata forms on VAdata website;
  • Conducts exit Interviews with domestic violence clients;
  • Group & Class facilitation for Adult victims and case management of participants;
  • Case Management of all Safety In Staying Program and Follow-Up Program clients;
  • Actively promotes FRC domestic violence services;
  • Educate domestic violence clients of the dynamics and effects of domestic violence on children;
  • Maintains confidentiality of clients according to the law;

General Definition

The essential function of the position within the organization is to assist the Commissioner of the Revenue with administrative tasks, receptionist duties and procedures relative to understanding business tax requirements. This includes, but not limited to: assisting citizens’ w/Virginia State Tax Returns; preparing Virginia State Income Tax Returns; Estimated Tax returns & Business Personal Property Tax returns per Virginia Code/Law. Provide excellent customer service while paying attention to detail. Performs difficult skilled clerical and technical work serving as auditor in the operation(s) of the assessment and auditing of Business tangible Personal Property filing in the Office of the Commissioner of the Revenue

Organizational Relationship

Position is supervised by the Commissioner of the Revenue and supports as well as takes direction from the Chief Deputy Commissioner of the Revenue.

Typical Tasks

  • Prepares Virginia State Income Tax and Estimated tax returns as required by law;
  • Review and understand basic business documents relative to local tax filing requirements;
  • Register business entities on the appropriate State websites;
  • Conducts various types of audits including financial, compliance and investigative reviews to verify accuracy and completeness of tax returns for personal property and gross receipt business licenses;
  • Researches and compiles background information and code references; prepares responses to audit finding appeals;
  • Develops audit procedures to include work plans and project timetables;
  • Contacts businesses and individuals to provide documents to support tax filings including asset listings, depreciation schedules, federal income tax returns, gross receipts, schedule c’s etc.
  • Greets and assists taxpayers on the phone and in person with business tax requirements and/or routine information to external and internal customers;
  • Checks and reviews a variety of data for accuracy, completeness and conformance to established standards;
  • Maintains files, records, reports and documents in order including case and statistical tracking to report progress and results of revenue audits;
  • Assists Commissioner of the Revenue with business license, business personal property, food and beverage tax, transient occupancy non-filers and delinquencies. t, answer telephone and provide routine information to external and internal customers;
  • Maintains knowledge of Codes, Laws and Legislation affecting personal and business taxes;

Position requires knowledge of laws and administration of policies governing real and personal property; general knowledge of standard business filings & documentation; knowledge of  State and local tax code pertaining to local business licensure; general knowledge of business English, spelling and arithmetic; ability to type accurately at a reasonable rate of speed; ability to meet the public effectively; ability to maintain and establish effective working relationships with internal and external customers; ability to read and comprehend written instructions; ability to follow oral instructions; solid working knowledge of Microsoft office; ability to maintain detailed financial  and/or clerical records and prepare reports from such records; ability to multi-task and meet state mandated deadlines; be a self-starter and work independently as well as in a team; ability to make minor decisions in accordance with regulations and established policies.

Training, Education and Experience

High school diploma with previous progressively responsible clerical; secretarial and business experience required.  Any combination of education and experience from an accredited 2 year college with a degree in a business discipline with 3-5 years business office experience preferred.  Federal and State tax return experience, as well as, previous experience working with a governmental entity preferred.

General Definition

Performs responsible skilled work in the operation of motorized equipment. Primary responsibility is collecting and transporting trash to the Landfill. 

Organizational Relationship

Work is performed under regular supervision of the Director of Solid Waste Services or designee.

Typical Tasks

  • Operates refuse collection vehicle;
  • Operates dump truck;
  • Maintains assigned vehicles in good working order;
  • Conducts daily maintenance check of equipment, makes adjustments as needed;
  • Repairs and paints garbage containers as required;
  • Cleans up refuse around garbage containers;
  • Returns garbage containers to County for painting;
  • Washes trucks;
  • Identifies and reports maintenance screening and beautification work needed at collection sites.
  • Operates bulldozer, front-end loader, earth moving pan and dump trucks as assigned;
  • Works landfill or collection routes as assigned.
  • Performs other duties as may be assigned.

Essential Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of operating and servicing heavy refuse collections and heavy construction equipment; thorough knowledge of the traffic laws and regulations governing equipment operation; thorough knowledge of the occupational hazards involved and the safety precautions necessary to the proper operation of varied heavy construction and maintenance equipment; skill and care in the operation of specialized equipment; ability to understand and follow oral and written directions;  mechanical aptitude; ability to make minor repairs and adjustments to equipment.

Any combination of education and experience equivalent to completion of high school with considerable experience in operation of heavy motorized equipment.

Primary working location will be Summit View Industrial Park. General Definition

Performs responsible skilled work maintaining County facilities, grounds, parks, park equipment, park shelters/buildings and equipment. Responsible for proper use and maintenance of lawn equipment.  May oversee part-time maintenance helpers and jail trustees.  Supervision of some public events required.  Maintains inventory and maintenance of park equipment and maintenance equipment; does related work as required.

Organizational Relationship

Work is performed under general supervision of the Parks Superintendant and/or Parks System Manager or designee.

Typical Tasks

  • Maintain facilities, including but not limited to cutting grass, spreading fertilizer, litter control, clean restrooms, repair any broken items;
  • Maintain facilities including but not limited to cutting grass, litter control, clean restrooms, clean office, cut up and remove fallen trees, leaf removal, spread fertilizer, repair any broken items;
  • Do regular routine maintenance and repairs of county owned vehicles, lawn mowers, chain saws, weed eaters, and any other motorized tools;
  • Maintain and repair non-motorized hand tools;
  • Inventory all tools both motorized and hand;
  • Dispense, repair and inventory all various equipment owned by the County;
  • Supervise part-time maintenance people;
  • Supervise trustees from the Franklin County Jail;

  • Schedules and sets priorities for maintenance and repair work on County buildings, vehicles and equipment. Plans, implements and evaluates all divisional programs and activities;

  • Acts in the capacity of Paramedic/Firefighter.
  • Provides Advanced Life Support and other EMS stabilization procedures.
  • Performs rescue from potentially life-threatening situations.
  • Assists in the protection of property via fire-suppression and fire related activities.

  • Prepares accurate records and reports as required for EMS and fire related responses.
  • Operates emergency equipment and vehicle as required.
  • Assists in maintenance of equipment related to the County EMS/Fire service.

Extensive knowledge of emergency medical care and advanced life support techniques; working knowledge of fire fighting techniques; ability to work cooperatively with other emergency services personnel under hazardous or stressful conditions; ability to assist in managing emergency medical services incidents making appropriate decisions in regard to patient care; ability to assist in managing emergency fire incidents making appropriate decisions in regard to fire suppression and property protection; ability to foster and maintain a positive working relationship with volunteer personnel and the public; have an aptitude for mechanical and manual work and be in excellent physical condition. Must be willing and able to develop a working knowledge of all aspects of Public Safety activities within Franklin County and be willing and able to complete various tasks associated with the provision of these services.

Training, Education and Experience

Must possess education equivalent to graduation from high school with additional course work in relevant college level courses; possession of Nationally Registered Emergency Medical Technician – Paramedic; Virginia Department of Fire Programs Fire Fighter 1 certification or ability to obtain within 18 months of employment; Virginia Department of Fire Programs Hazardous Materials Response – Operations Level certification or ability to obtain within 18 months of employment; EVOC certification; a minimum of 1 year ALS EMS experience.  Continuation of employment will be dependent on maintaining certification requirements.

General Definition
Performs responsible technical work on flexible shifts dispatching law enforcement, fire, rescue and general governmental mobile units and other personnel in response to emergency and non-emergency situations.

Organizational Relationship
Work is performed under regular supervision of the Communications Officer Supervisor and Sheriff’s Office Administrative Captain.

Typical Tasks

  • Receives citizen complaints and dispatches appropriate personnel in response including fire, rescue and police;
  • Receives and disseminates information via telephone, radio and computer system;
  • Accesses records and other information from a variety of sources including but not limited to VCIN/NCIC and other computer terminals;
  • Maintains an accurate log of all events with the aid of the CAD system;

Assists residents in the proper disposal of waste and recyclable material; encourages residents to recycle;
Ensures residents use facility in a safe and efficient manner. Notifies supervisor of any safety concerns or problems;
Monitors the collection site to ensure that only County residents are using the centers;
Operates the refuse compactor and notifies the Solid Waste Office when pulls are necessary;
Maintains open tops and recycle bins;
Cleans and collects litter at the collection site and surrounding areas;
Maintains a clean and organized working area;
Opens and closes the collection site as directed by the Supervisor;
Secures all equipment, buildings and gates upon closing;
Performs preventive maintenance on specified equipment;
Notifies the Solid Waste Office if any site maintenance is required;
Collects Money Orders for Tire Disposal;
